No more ‘future MRT stations’ in condo ads

TWO developers which included unconfirmed locations of future MRT stations in their condo advertisements have stopped using the information as a selling point.

UOL Developments has altered publicity material for its Meadows@Peirce, removing a location map that showed several MRT stations on the planned Thomson Line, which will be ready only in 2018.

Far East Organization has removed the supposed site of a future station in Marine Parade from a webpage on the Silversea condo.

The moves came after The Straits Times ran an article over the weekend on developers using unconfirmed MRT information in their sales materials.

Ms Claire Cher, spokesman for UOL Group, parent of UOL Developments, said the company realised that station sites in its Meadows@Peirce advertisements ‘have not been confirmed’.

‘We have therefore taken steps on the very day the article appeared to remove the map from all our publicity materials.

‘It was never our intention to mislead buyers,’ she said.

Ms Cher also said the company is writing to buyers to inform them of the possibly inaccurate information, but stopped short of offering them outright the option to withdraw from their purchase.

One buyer, Mr Sean Chia, 37, said ‘it is good’ that UOL has corrected the ads. But he said he did not buy a unit there because of the proposed stations, which he pointed out were ‘not near’ the development.

‘We bought because of the location – it is close to a reservoir and there is a lot of greenery around. It is also a huge plot,’ he said.

Advertising Standards Authority of Singapore chairman Eleanor Wong said developers should avoid misleading advertisements.

‘Certainly, an advertiser should never make it seem like a ‘planned’ station has already been built; or oversell the certainty of the station being built if things are still open to confirmation.’

She added that builders should also ‘be careful not to give the impression that an MRT station is nearby if it is not’.

Far East Organization spokesman Oh Thay Lee gave the assurance that the company will now use only confirmed information on MRT lines and stations in its property advertisements.

She admitted that Far East ran an advertisement on July 11 on the Silversea that had a map which indicated the location of a possible MRT station in Marine Parade.

‘Since then, we have not used this map in our print advertisements,’ she said.

Subsequent Silversea ads, however, still had the line ‘near to the future Marine Parade MRT Station’. Far East said this too will be removed.

Frasers Centrepoint outsells them all

With 1,423 private homes sold in H1, it is far ahead of all other developers

(SINGAPORE) Frasers Centrepoint sold a total of 1,423 private homes in the first six months of this year – many more than any other developer, according to DTZ’s analysis of the latest official data of developers’ housing sales released by the Urban Redevelopment Authority (URA) last week.
Frasers Centrepoint thus had a 19.3 per cent share of the total 7,374 homes developers sold in H1 2009.
Property bigwig Ng Teng Fong’s Far East Organization was in second position, with 556 units sold for a 7.5 per cent share, followed by Hong Leong Group (including City Developments) with 524 units, translating to a 7.1 per cent share.
UOL Group and Kheng Leong (a private vehicle of the Wee Cho Yaw family) sold a combined 509 units.
DTZ also used URA’s data on developer sales to compile a list of the top 10 selling projects in the primary market in first-half 2009. Frasers Centrepoint’s Caspian near Jurong Lake ranked tops, with 681 units sold. The preview of this 99-year-leasehold project in February was the first major property launch here after Lehman Brothers’ collapse last year, and its carefully researched average price of $580 per square foot (psf) helped to draw out pent-up demand, sparking a revival in home sales. Since February, developers have sold more than 1,000 private homes each month, culminating in a whopping 1,825 units transacted in June.
The second most popular project in H1 2009 was UOL Group’s Double Bay Residences in Simei (425 units), followed by Frasers Centrepoint’s 8@Woodleigh (330 units).
City Developments achieved sales of 327 units at The Arte in the Balestier area, while Yi Kai Development and Fission Group found buyers for all 293 units at their Alexis project at Alexandra Road. The Mi Casa condo in Choa Chu Kang (264 units), Martin Place Residences (246 units) and Kovan Residences (205 units) were also among the most popular projects in the January- to-June 2009 period. The Quartz in Buangkok and Waterfront Waves (a condo near Bedok Reservoir being jointly developed by Far East and Frasers Centrepoint) completed the list of most popular private residential projects in H1.
DTZ’s head of Southeast Asia research Chua Chor Hoon observed that mass-market and some mid-tier projects hogged the limelight in H1. ‘The sales momentum this year started with the upgrader segment, and it was only more recently that it has filtered to the mid-market,’ she noted. She reckons H2 2009 could see more sales of mid and upper-mid projects as the ongoing recovery continues to travel up.
Agreeing, Knight Frank executive director Peter Ow reckons that mid-end projects with average prices ranging from $1,200 to $2,000 psf will dominate sales in the current half, followed by mass-market projects catering to HDB upgraders, and lastly, high-end projects.
‘The bulk of the mass-market projects have been pushed out by developers and demand is filtering up to the mid segment. Developers are also releasing quite a number of projects in the mid-price range,’ he added.
He argues that whereas the recovery in the mass market and mid sectors has been led by locals, any significant boost in demand for upmarket homes has to be steered by foreigners. The earliest this can take place will be in Q4 2009.
The fate of Singapore’s high-end residential sector hinges a lot on the performance of Asia-Pacific economies since homebuyers in this segment have traditionally come from the region.
The opening of the two integrated resorts (IRs) will also help support rental demand for residential properties in Singapore as expatriates and foreigners employed in the IRs seek accommodation in the low to mid sectors. ‘Of course, as the high-rollers come to town, Singapore’s branding will strengthen,’ according to Mr Ow.
DTZ’s Ms Chua expects developers this year to sell more than the 11,147 units they transacted in 2006 and possibly touch the record of 14,811 units set in 2007.
DMG & Partners Securities’ analyst Brandon Lee reckons residential property prices bottomed in Q1 2009. He forecasts overall private residential capital values will recover 8 per cent for the whole of this year, and rise a further 17 per cent next year. The increases will be led by the prime segment.
‘We expect the pick-up in domestic buying activity and comfortable price differential between the mid and prime segments to attract more foreign buyers in the next six to nine months,’ he suggests.

Prices creep up after property's long dive

Developers test waters at some projects by cutting back on discounts

(SINGAPORE) Some developers have quietly started raising prices a notch as they test waters after strong sales volumes seen in the first quarter.

Price adjustments are often made by reducing discount levels. On a project average basis, the effective prices for some developments may have gone up between 2 and 5 per cent compared with levels earlier this year, according to developers and property consultants.

‘Developers aren’t raising prices overnight. Prices are being adjusted only after clear buying momentum has set in for a project. If you look at the first and last units sold in the project, the price difference could be, say, 10 per cent; but if you look on a project average basis, the price increase would be less than 5 per cent,’ says Knight Frank chairman Tan Tiong Cheng.

The recent stock market rally has generated its share of positive sentiment. Even so, property agents say that prices of only the better-selling units have been raised in some projects, while the others have seen more widespread rises. ‘Developers are careful; if they push up prices too fast, potential buyers may start looking at other projects,’ one agent said.

The recent price adjustments have to be viewed against the significant price declines before that, seasoned players point out. For instance, Q1 2009 prices of mass-market condos were about 10 per cent off the peak levels in late 2007/early 2008, while for luxury condos, the price decline was steeper, at around 30-40 per cent.

DTZ executive director Ong Choon Fah says that developers started to inch up prices in April and May from Q1 levels. ‘In the secondary market, sellers have been more aggressive; some are asking about 5 to 10 per cent more than in Q1,’ she added.

Property giant Far East Organization’s residential projects such as the Mi Casa condo in Choa Chu Kang, The Lakeshore in Jurong, Hillview Regency in Bukit Batok, Floridian at Bukit Timah Road (non-premium units), and Vida at Peck Hay Road are among those that have seen slight price gains lately.

Rival City Developments is also said to have incrementally raised prices for The Arte at Thomson as sales progressed briskly. The developer has sold more than 250 units since it previewed the mid-end project in March.

BT understands that prices of the remaining 80-plus units have been adjusted upwards slightly this week. The average price is now about $900 psf and the freehold project includes a mix of two-, three- and four-bedroom units.

Bukit Sembawang is also said to have introduced a single-digit per cent price hike for later units (apartments) at The Verdure at Holland Road after the initial batch of units were sold.

UOL Group and Kheng Leong are also understood to have upped prices selectively – for better-selling units – at Double Bay Residences in Simei.

A major developer said: ‘Demand is better now. People are prepared to come to the negotiating table and not baulk at prices, compared with last year when it was very difficult to even get buyers to sit down. I think there’s a sense that the worst is over.’

He says that the quantum of price appreciation that a developer can achieve in the current market will hinge on a project’s location, the nature of the development and the profile of its buyers. ‘For instance, for a prime district project with a lot of small units costing $1-2 million each, you can adjust prices a bit more, especially if you have a fair number of foreign buyers,’ according to the developer. ‘Mainland Chinese buyers are more optimistic, and can accept price hikes better as they have seen an upturn in their own property market,’ he added.

Mr Tan says that there’s currently a ‘sweet spot’ in the Singapore market for projects priced below $1,000 psf and on a lump-sum basis costing $1 million to $1.2 million per unit (for three-bedroom units) and $800,000 and below (for two-bedroom units). Their prices can take a sub-10 per cent increase without affordability being seriously dented.

Mr Tan argues that a small price increase will not generally price buyers out of the market or send them to the sidelines again – ‘especially if they think the worst is over and don’t want to miss the boat’.

‘Even if the view is that we’re not at the bottom yet, there seems to be a greater sense of price stability now. The thinking now is that if prices drop a further 5 or 10 per cent, can I live with it?
Three months ago, there seemed to be no bottom,’ Mr Tan recalls.

Agreeing, CB Richard Ellis executive director (residential) Joseph Tan says: ‘Once people are more confident, they can accept the fact that price may be higher, but in an improving situation. If I believe the market has bottomed, the closer I buy to the bottom, the better it is for me. That sort of thinking is also being fuelled by the stock market rally; traditionally the residential property market lags the stock market by three to six months.’

Developers still putting up project plans

URA has received 4 applications to convert space in CBD

THE property market may be subdued, but developers are not sitting still. A check with the Urban Redevelopment Authority shows some are still putting up proposals to convert office space or embark on residential and commercial projects.

URA told BT it has received four applications to convert office space in the central area to other uses since it lifted the ban on doing so in October last year. ‘These applications are now being evaluated and are pending final approval,’ said a URA spokesman.

In a bid to ease the office space supply crunch that built up during the boom years, URA called a halt to such conversions in May 2007. It later removed the ban as the supply of office space coming on stream started to increase, while the economy began to slow. URA did not identify the buildings involved in the applications, but some property owners have revealed plans to convert office space.

CapitaMall Trust, for instance, said last week that it was ‘in talks with the authorities to optimise the integration plan for The Atrium@Orchard and Plaza Singapura’ and that work could start by end-2010 subject to market conditions and official approvals.

URA has also granted approval for close to 10 commercial and private residential projects, according to its Q1 2009 real estate statistics released yesterday.

UIC Investments (Properties) received provisional permission in January to develop office and retail space with gross floor areas (GFAs) of 114,500 sq ft and 48,000 sq ft respectively at the UIC Building in Shenton Way. Some 593 residential units could also take shape at the site.

The South Beach consortium – comprising City Developments, a Dubai World unit and Elad Group – has been given the go-ahead to develop 560 hotel rooms across a GFA of 474,100 sq ft at its Beach Road project. The site may include office space with a GFA of more than 632,100 sq ft, and retail space with a GFA of 158,000 sq ft. The project is tipped to receive a temporary occupation permit in 2014.

BT understands there will also be a residential component in the South Beach project, although this did not appear in the URA statistics. The data only shows development approvals for uncompleted private residential projects if they have at least 200 non-landed property units.

YTL Corp, which bought the Westwood Apartments in Orchard Boulevard in 2007, has obtained provisional permission to develop shop space with a GFA of 1,500 sq ft and 39 hotel rooms across 78,200 sq ft at the site. BT understands the residential component similarly did not show up in the URA statistics, because there are less than 200 non-landed units.

In February, UOL Group subsidiary Hotel Plaza got URA’s nod to re-use the GFA in The Plaza’s podium block to create 273 hotel rooms.

Developers' sales carry note of hope

But healthiest quarterly sales in more than a year may not signal sustained recovery

(SINGAPORE) A ray of hope dispelled some gloom in the private home market yesterday when new data showed developers selling 1,220 new units in March. This brings the number sold in Q1 2009 to 2,660 – the best quarterly performance since Q3 2007.

But could this be a false dawn? Citing weak economic fundamentals, several industry watchers believe that it is still too early to say if a nascent recovery has begun.

According to Urban Redevelopment Authority (URA) figures from developer submissions, private home sales held up in March and dipped just 8 per cent below the 1,332 units sold in February.
Both months’ showings were markedly better than in January, when buyers took up just 108 units.
In fact, the number of units sold in Q1 2009 has already reached around 60 per cent of that for the whole of 2008.

‘Most of the demand in the first three months of the year was from Singaporeans and permanent residents, a significant proportion of whom comprised HDB upgraders,’ said CBRE Research executive director Li Hiaw Ho.

Indeed, new launches in mass-market to mid-tier projects contributed to the bulk of sales in March. The most popular was Double Bay Residences in Simei – developers UOL Group and Kheng Leong sold 264 units at a median price of $659 psf.

Far East Organization also sold 101 units at its Mi Casa condominium in Choa Chu Kang at a median price of $617 psf, while 90 units at City Developments’ The Arte fetched a median price of $874 psf.

There is ‘strong demand for lower-range properties in the outer areas that are priced below $1,000 psf,’ observed PropNex CEO Mohamed Ismail.

The mass-market and mid-tier sectors also dominated recent launches. DTZ senior director of research Chua Chor Hoon noted that 95 per cent of all launches in Q1 09 were outside the prime districts 9, 10 and 11. Developers brought out 832 new units in March, down 22 per cent from the 1,072 in February.

In contrast, activity in the Core Central Region continued to lag behind in March. Reception to The Mercury at Shanghai Road was the strongest, with buyers taking up 62 units at a median price of $1,148 psf.

The retreat of foreigners from the luxury property market could be one reason for the weak performance, said Knight Frank’s director of research and consultancy Nicholas Mak. ‘Preliminary figures suggest that the percentage of foreign transactions stood at 16.8 per cent in Q1 2009, settling at levels observed in Q2 2003 when the Sars outbreak badly affected the market.’

On the whole, most observers BT spoke to believe that the property market still faces downside risks – the coming months may see prices stay flat or fall and the number of units sold may decrease.

‘Historically, economic recovery precedes property market recovery,’ said DTZ’s Ms Chua. ‘Right now, there is no economic fundamental to support a bottoming of the property market.’

Just on Tuesday, the government cut its 2009 economic growth forecast again to a range of minus 6 to minus 9 per cent.

Already, there are signs of developers lowering prices to push sales. For instance, 6 units in Kovan Residences went for $782-$865 psf in February, achieving a median price of $809 psf. By March, 56 units were sold at a median price of $705 psf, with overall prices ranging from $597-$823 psf.

In fact, price cuts and the relatively affordable costs of smaller units could have spurred demand in the last few months, said DMG & Partners Securities analyst Brandon Lee. CIMB analyst Donald Chua also expects more price adjustments to happen at projects that have not been fully taken up.

In terms of new units that can be sold in the next nine months, few market watchers were confident of seeing the 1,000-a-month mark being crossed often. Some estimate that the transaction volume this year may range from 6,000-8,000 units in total. This would still be an improvement on 2008, when 4,264 units were sold.

Still, it’s not smooth sailing. Even some popular projects are taking back units. URA data indicates that buyers returned 20 units at the Caspian and 10 units at the Alexis between February and March.

URA will release more concrete data on home sales on April 24. Among other factors, its real estate statistics for Q1 2009 will take into account options on units sold that subsequently lapsed later.

Small flats, big sellers

Demand for smaller space leads developers to downsize units to as tiny as 300-plus sq ft
What do you call a space which can fit four hawker stalls?

In the case of a new property development called Kembangan Suites, the space is called a one-bedroom apartment.
@ Alexandra sold all its 293 units, including 114 one-bedders (366 sq ft to 527 sq ft), with prices from $450,000.

Other new launches like Mount Sophia Suites in Sophia Road, Nova 88 in Bhamo Road and Zenith in Zion Road are offering studio apartments or one-bedders from 366 sq ft to 484 sq ft.

Crowds flocked to a preview on Friday of new condominium Domus in Irrawaddy Road. The smallest units there – one-bedders at 474 sq ft each – were going for more than $400,000.

Its developer, Lakeview Investments, said those were the most popular and all units released in the first phase had been sold.

‘It’s the size of a hotel room,’ veteran designer Jay Ang said of the new 300-something sq ft homes.
‘You have space only to sleep and eat. There’s definitely no place to entertain,’ noted the specialist in space planning and storage space customising.

But while there are no rules on how small apartments can go, designers and architects have to make concessions for standard dimensions, like how wide a door is, how long a bed is or how deep a wardrobe is.

Developers have quickly cottoned on to this demand for small spaces. Several have rejigged or are considering tweaking their designs and making space for smaller units.

Sing Holdings’ project The Laurels in Cairnhill Road will go from its original 150 units of mostly three- and four-bedders to 290 units that include more one- and two-bedroom units.

UOL Group may also resize the units of its Green Meadows project in Upper Thomson to attract more cost-conscious buyers.

Alexis’ developer, ECPrime, had done the same before the project’s launch.

City Developments said studio apartments in centrally located projects had always been popular because of the lure of city-living.

Studio apartments comprised almost 40 per cent of the offerings at its downtown project, The Sail @ Marina Bay, which was completed last year.

Carving up space for more units is one way a developer can achieve higher dollar per square foot value, said Mr Nicholas Mak, director of research and consultancy at Knight Frank.

‘Developers manage to sell such small units because they make it affordable in absolute terms,’ he said.

But, property pundits said, when apartments continue to shrink and prices per square feet remain high, home-seekers may go back to buying HDB flats and those looking to rent may decide to go for HDB rooms instead.

The size of private one-bedroom units has halved from 10 years ago.

HDB flats have downsized too, from about 1,130 sq ft for a four-room in 1987 to 970 sq ft now.

Still, Singapore homes have not shrunk to the proportions of those in Hong Kong and Tokyo, where
apartments can be as tiny as 140 sq ft.

That is not to say that all buyers are happy with the slimming effect.

Finance executive Audrey Yap, 35, who is shopping for a bachelorette pad, said: ‘I can’t afford the bigger apartments but the studio apartments are ridiculously small and claustrophobic. I think I may have to settle for a resale HDB flat.’

Fairly brisk sales for new condos

THE show-flat crowd – that rarest of species these days – has been lured back into the market by two new developments that held soft launches this week.

Hundreds of people turned up at the Double Bay Residences
showroom in Simei when its doors opened for a private preview yesterday.

Developer UOL Group said more than 80 units have been sold so far, at an average price of $600 per sq ft (psf) to $650 psf. The development’s six retail units have all been sold as well.

Chief operating officer Liam Wee Sin noted that the response was strong ahead of the 99-year leasehold condominium’s official launch next weekend.

UOL has so far released 250 of the 646 units in Double Bay for sale. One-bedroom units in the Simei Street 4 project start from $420,000, while four-bedders cost at least $930,000.

The crowds were also out for The Mercury in Shanghai Road, which was said to be more than 60 per cent sold since it started previews on Thursday.

The 67-unit freehold project is priced from about $1,040 psf. One-bedroom units at the River Valley estate start from $740,000, while two-bedders are going for about $1.1 million.

Caspian’s success was mirrored at The Alexis in Alexandra Road, which sold out within a few days of its preview.

Property consultants say the main draw for these projects is their attractive prices, which, at well under $1 million, are affordable for HDB upgraders. Even mid-tier projects such as The Alexis and The Mercury feature smaller units to offset their higher per square foot prices.
The Beverly condominium, although news reports said more than 300 people turned up for its launch last weekend.

Hiap Hoe released 31 of the 118 units at an average price of $750 psf. The apartments are a bit bigger than average, starting from 1,120 sq ft for the smallest two-bedroom units, which translates into somewhat higher prices per unit.

The developer is also not offering the interest absorption scheme for The Beverly, which was on offer for the Caspian and The Alexis and is available for Double Bay and The Mercury.

The fairly brisk sales for these projects come on the heels of a few successful launches recently, which appear to have boosted sentiment in the badly battered property market.

‘These days, it looks like the total quantum of price is more important than the price per square foot,’ said Knight Frank director of research and consultancy Nicholas Mak. ‘In some areas, prices have come down 20 per cent to 30 per cent from the peak, and there are probably people who see these buys as good bargains.’

Still, most of the sales activity are confined to the entry-level and mid-priced market. High-end projects are still facing a very challenging time, consultants say.

And while transactions are being steadily chalked up, there remain clear signs that not everything is fine and dandy in this economic recession.

At The Mercury, for instance, agents marketing the project said they had expected it to be fully sold within one day.

The buyers so far have been a mixed bag – HDB upgraders, private home owners and owner-occupiers, and investors.

On the whole, the smaller units have proven more popular, he said, underscoring the importance of affordability. But he said an ‘encouraging’ sign was that buyers were also going for units on higher floors, which are more expensive.

‘We are seeing a flight to quality,’ he told The Straits Times. ‘If the price is within their budget, they will gun for the better units and the higher floors.’

Double Bay Residences: 80 units of Simei condo sold

UOL Group and Kheng Leong yesterday sold more than 80 units of their new Simei condominium Double Bay Residences on the first day of its preview, the companies said.

Units at the 646-unit, 99-year leasehold project went for $600-650 per square foot (psf), UOL group chief operating officer Liam Wee Sin told BT.

UOL and Kheng Leong paid some $296 psf per plot ratio for the site in Jan 2008.

Mr Liam is upbeat about future take-up for the project as well. ‘The response to the preview has been terrific and if the same momentum is sustained, we expect to sell at least 200 units by this weekend,’ he said.

UOL released 250 units during yesterday’s soft launch. The project will be officially launched on March 14.

Yesterday’s transaction prices were slightly lower than the indicative prices that agents were giving out last week – which were in the range of $650-680 psf.

Mr Liam said that the $600-$650 selling price will be maintained: ‘We are happy with the pricing and we have no intention of raising prices.’

One-bedroom apartments were priced at $420,000 to $480,000; two-bedders went for $570,000 to $620,000; three-bedders for $740,000 to $850,000; and four-bedroom units sold for $930,000 to $1.02 million.

Like with other recent launches, UOL is offering an interest absorption scheme to buyers, but this costs about 2 per cent more.

The project is expected to receive its temporary occupation permit in 2013.

Peter Ow, executive director for residential marketing at Knight Frank (which is marketing the project), said that most of the buyers were HDB upgraders. Units on higher floors were also proving to be more popular, he said.

Mr Liam pointed out that the last condo project in Simei was launched a decade ago.

‘So we believe there’s pent-up interest for condo living in the area,’ he said, noting that there is latent demand from owners of HDB five-room and executive flats in Bedok, Pasir Ris, Punggol, Sengkang and Tampines.

UOL and Kheng Leong also said that apartments will be fitted with ‘elegant finishings comparable to district 10 condos’, which they expect will be a selling point.

Two-thirds of Double Bay Residences are taken up by four swimming pools and landscape features such as a five-storey high waterfall, an elevated jacuzzi and a sports deck.

Downturn, downsize

Tough market prompts developers to offer smaller, cheaper residential units

IN TOUGH times, small is beautiful.

That seems to be the new theme among some developers who are tearing up plans for yet-to-be-launched projects and going back to the drawing board.

They are looking at reconfiguring their residential projects to offer smaller units than planned, so that they would be more affordable for cautious buyers.

This is a major reversal from the boom times when big units were very popular.

In its recent results statement, Sing Holdings said it is reconfiguring the unit sizes and layout of its prime Cairnhill Road project, The Laurels, to adapt to market demand.

‘The plan is to have more one- to two-bedroom units,’ said managing director Lee Sze Hao. ‘Now, I have to be careful with the affordability factor.’ He would offer ‘luxury at a affordable price’.

Wheelock Properties said in its results statement that it is reviewing building plans of its Ardmore 3 project in view of the poor market.

A UOL Group spokesman said as part of its ongoing product development process, it is considering resizing the units of its Green Meadows project in Upper Thomson to make them more affordable.

The impetus for this emerging trend includes the recent stunning sell-out of the Alexis project, which showed that small, affordable units sell. Of its 293 units, 114 units are one-bedders of just 366 sq ft to 527 sq ft.

Before its launch, developer ECPrime said it had adjusted the mix so that a larger number of the units would be smaller and therefore more affordable. Prices started from $450,000 for the one-bedders to about $650,000 for two-bedders.

It was only in 2005 and 2006 that developers were busy looking at building spacious units to cater to the rich. By late 2006, the bigger flats had attracted such strong interest that they were fetching higher prices on a per sq ft basis than smaller units. Traditionally, the bigger the unit, the lower the psf price.

In 2006, Lippo Realty executive director Thio Gim Hock banked on selling fairly big units at its 91-unit Newton One development. It was a success. ‘When the market is good, people go for big units,’ he said. Now, he has moved fast to reconfigure the units at the posh project on the prime Angullia Park site, where The Parisian used to be. It will now have two units per floor, instead of one unit per floor.

‘Last year, we changed our plans. We want to keep it affordable,’ said Mr Thio, now chief executive and group managing director of Overseas Union Enterprise. ‘We foresaw that the market will go for smaller units.’

In the original plan, the 27 units ranged in size from more than 4,000 sq ft to 5,000 sq ft. Now, there will be 50-odd units from around 2,500 sq ft to 3,000 sq ft, he said.

Mr Lee said he started reviewing plans for The Laurels late last year. It will be several more months
before the approvals come in and it is ready for launch.

‘Things have changed. It is better to change from business class to economy class now. It is important to build something the market can absorb,’ he said.

‘Gone are the days when these people just walk in and pay you $7, $10 million. Unit sizes have to be scaled down but still remain at a comfortable level.’

The original plan was for The Laurels to have 150 units, many of them three- to four-bedders. Now, it will have about 290 units.

More developers may follow suit, given the downturn. Said DTZ executive director Ong Choon Fah: ‘People look at the lump sum now. The perception is that there is a smaller capital outlay.’

Mr Lee and Mr Thio both believe developers still able to reconfigure project layout and unit sizes will want to do so now.

Added Knight Frank executive director Peter Ow: ‘If the developers have not started selling or building their projects, it would make sense for them to look at resizing the units to make them more affordable, provided it does not affect their planning approvals.

Mr Tai Lee Siang, president of the Singapore Institute of Architects, said: ‘If poor economic conditions persist, the trend is likely to be downsizing of units to make them more affordable. The other trend may be the no-frills approach, where units are made simpler and cheaper to build – thus lowering costs.’

Property market starting to stir

Success of two new launches encourages a few developers to release their projects

Thanks to the mini-buzz created by two new successful launches – Caspian in Jurong and Alexis @ Alexandra – a few developers have decided to release their projects for sale.

It is an improvement, even if it is just a slight one, from the very sombre mood a month ago, when market watchers were expecting the lull in the market to continue.

Over the weekend, TG Development launched 30 units of the freehold, 102-unit St Patrick’s Residences in St Patrick’s Road in the East.

On average, prices start at around $675 per sq ft (psf) for a two-bedroom unit and rise to about $900 psf for a four-bedroom penthouse.

Unit sizes range from 1,152 sq ft for the two-bedroom units to 3,423sqft for the four-bedroom penthouses. Some three-bedroom units can cost just under $1 million.

The interest absorption scheme, which allows buyers – if they take a loan from the start – to defer making any payments beyond the initial down payment until the project is completed, is offered at a 3 per cent premium.

Marketing agent Savills said the condominium offers quality furnishings and fittings usually associated with prime projects, and that a few units have been sold since the preview a week ago.

Near Upper Bukit Timah, Hiap Hoe has launched The Beverly, its 118-unit condo in Toh Tuck Road.

Each unit is served by a private lift. Prices start at $648 psf; the average price is $750 psf. This means that the total price per unit should start from just below $1 million.

Unit sizes range from 1,120 sq ft for the two-bedders to 4,187 sq ft for the four-bedders. There are also double-storey penthouses from 2,099 sq ft to 3,757 sq ft. Hiap Hoe is not offering the interest absorption scheme.

Other projects expected this month include Double Bay Residences in Simei, The Arte in Thomson, Domus in Irrawaddy Road and an 18-storey project in River Valley.

These are in the mass- to mid-market categories that, unlike the high-end segment, are still attracting buyers.

New home sales in January had plunged to a new low as developers and buyers kept to the sidelines.

The two new projects that sold very well about two to three weeks ago – Caspian and Alexis – helped revive the market mood to a certain extent.

The Caspian showflat was packed during the preview, when 300 out of 712 units were sold at average prices starting from $580 psf. So far, more than 500 units have been sold.

The 293 Alexis units were all sold at $950 psf to $1,250 psf, but the absolute prices were reasonable, given that most units are small.

At a results briefing last Thursday, City Developments’ Kwek Leng Joo cited the good take-up at the two projects as proof that there is still demand.

‘The good response to recent launches is true,’ he said.

Still, the stock market and buying sentiment remain weak.

Ms Phylicia Ang, director of Savills Residential, said: ‘The affordability threshold is key at this point.
In the current market, it is important to price projects at an attractive level to attract buyers.’

The UOL group should start selling the 646-unit Double Bay Residences near the Simei MRT station soon. It declined to give pricing details of the 99-year leasehold condo until the launch, but there is talk that prices will be around $650 psf to $680 psf.

The one-bedders start at 538 sq ft, the two-bedroom units from 915sq ft, while the big units can go up to 3,703 sq ft.

Along Thomson Road, The Arte is expected to be released for preview sale by the middle of the month.

Property agents have advertised the preview of the 336-unit, freehold condo at prices starting at more than $950 psf.

About half of the project, or 164 units, are three-bedroom units from 1,399 sq ft to 1,625 sq ft. Another 100 units are 1,873 sq ft four-bedders.

There are also advertisements for the preview of the 18-storey, 67-unit project in River Valley, which offers the interest absorption scheme. It has mostly small units – 32 are 635 sq ft apartments and 30 are 1,044 sq ft units.

A Chinese developer, Lakeview Developments, may also push out its 104-unit Domus this month.

High-end launches will likely be few and far between this year, as current demand is coming only from owner-occupiers or very small investors, according to a developer.

There should be more mass- to mid-market projects coming up in the next few months. These could include projects like the 99-year leasehold Ascentia Sky next to the Redhill MRT station. It offers two- to four-bedroom units from approximately 1,000 sq ft to 1,800 sq ft.
